5 hours later Houston, Galveston, Austin all still being slammed by gigantic storm and flooding

At 3 am last night I reported how Houston, Galveston and Austin were getting unbelievable slammed with ongoing rain from Harvey. Now it is almost 6 hours later and they still are being slammed by unbelievable rainfall. I'm worried now that not evacuating Houston was a very bad idea and we could see massive loss of life if we aren't careful on the scale of Hurricane Katrina at this point in Galveston and Houston and possibly even Austin. This is Biblical in it's scale sort of like "Noah's Ark" weather.

By the way they are getting slammed by rain now as far east as Lake Charles, Louisiana.

So, I guess at this point it might be useful if you have a boat tied up outside your house in these areas. Maybe letting it loose from the trailer and dropping anchor might be useful at some point for you and your family or a kayak or a rowboat to survive this thing. Maybe you could tie off to a tree or something that isn't likely to move in the flooding. And maybe move non-perishable foods and some drinking water to this boat or raft you have or build today. Preparation is always 9/10 of survival.

If you have a tree house that is above flood stage of your nearby river that your kids built that is sturdy enough to hold everyone that might be useful or a 2nd or third story on your house or even your roof or the roof of your barn or garage or whatever it takes to survive all this. This might be the time to make a plan if you haven't already if you live in South Eastern Texas or Southern Louisiana at this point.

When the Sacramento River was 20 miles wide in 1862 the STeamer Gem rescued men from rooftops, barns, trees, wherever they could survive the massive flooding then. The State government went bankrupt because 1/4 of all cattle in California died and were washed out to sea. The Sacramento seat of government had to move to San Francisco which is all hills so impervious to flooding for at least 6 months and they could only move from Sacramento to San Francisco all the way by boat then.
