Localized weather alteration might work here on earth

How could this be done? Mostly I think you could see this around a city in a localized area where problems with weather might exist.

For example, in really hot areas it could be as simple as building a framework that can shade the area like a huge monkey bars with panels that shade the area from too much sun. For example, the panels might even be solar cells that shade the area from too much sun while following the sun across the sky. So, two purposes are served at the same time. power generation and keeping people cooler (up to 15 to 20 degrees cooler under the solar panels shading people from the sun during the day. This would also reduce air conditioning costs considerably in all buildings beneath such a solar cell panel canopy.

Conversely, areas that are too cold might build domes made of maybe plastic to keep the heat in like a large greenhouse so that the areas could solar heat during the winter and still maintain 70s temperatures inside the dome everywhere outside within the dome even though temperatures outside might be well below freezing or much colder.

So, I'm thinking localized weather manipulation might be useful whereas complete manipulation of the entire planet (at this point) might kill or maim everyone  or most people because of our lack of knowledge of what it would do over time. In other words our lack of long term practical skills in this area could do us all in in one fell swoop.

So, it makes sense to locally alter the weather (at least right here on the ground).

In a way we already do this in our homes, malls and buildings worldwide.

So, this would only be extending our malls more a little further into the sky more like a football stadium does now with movable roofs for when the weather is good or closing the roofs when the weather is not good.

However, a much less expensive alternative would be simply to move underground where temperatrues pretty much remain constant no matter what the temperatures are (high or low) on the surface of earth.

But, this solution doesn't consider growing food with greenhouses to shelter plants from too much wind or sun.

So, likely we will see many different kinds of efforts to shield ourselves from the weather over time here on earth at a more local level.
