I think the answer is unfortunately "No" given the present bureaucratic system of government where hundreds of people are in charge, the People's Liberation Army thinks the U.S. needs to be destroyed etc.
When there is no one leader like there was with Mao or Deng there is no one to make an agreement with that has any real meaning. China reminds me of some corporations more that it does a nation. One cannot trust what any Chinese leader says because no one leader has enough authority to make any agreement valid and therefore useful to the rest of the world.
