Though I cannot be certain of this while trying to remember how I downloaded photos from my android to my Macbook Pro last time I went into my camera app on the android. Then there is a gear there (symbolic) of (settings). So, if I am correct on my android in assuming this "Tag Location" should mean that you want to geotag it so other people who find your photo online can go there. If this is true then likely tagging location is actually optional. So, I might be wrong about my comments regarding E911 in an article 1 to 3 months ago. However, if you don't want your photos geotagged so you don't get mugged, raped, have your possessions stolen from your home or place of business you might want to make sure "Tag Location" is off.
Note: If you want to begin the process of downloading photos from an Android on most Androids they have a charge cord now with an AC adaptor on the end of a USB connector. Pull the USB connector carefully (withoug yanking on the wires) out of the AC adaptor and plug the USB into your desktop or laptop USB receptacle. Then access the software you need to on your Android and Computer to download photos. Be sure the other end is plugged into your Android to start downloading photos.
