The Problem with 40 million Credit Card numbers being stolen

If Russia as a nation or as a criminal Group or even the Ukraine is involved in this theft it might be important to know that they will never be brought to justice. So, if that is where it is coming from it is a punishment free crime for whoever is doing it in that area of the world. So, in some ways this means that the Governments of Russia and Ukraine are complicit in this crime. So, is this an indirect act of war by Russia directly or indirectly attacking the finances of the American and Canadian people directly?

Also, I learned on the news that the problem isn't just with the theft of the debit and credit card information, the problem is that the card numbers and locations where they were used are being sold each for $20 to $100 dollars on the black market so people can make illicit purchases with cards in the same areas they were once used.

If you have already changed your card numbers if you made purchases at Target between November 27th and December 15th likely you are okay now.

However, because they grabbed not only people's card numbers but also their names, areas where they live etc. there may also be problems with identity theft occurring as well with other cards being opened up that people don't know about using their names with new credit card companies and using their addresses and phone numbers also.

So, I'm thinking that having an unlisted phone number and address might be useful about now if you were one of the people whose credit card info was stolen.

But, my main point is: "Is this a literal act of war by a nation or nations against the American People directly?" And how Cruel is this to happen to people and their families around Christmas?

And if so how does an individual or a nation combat something like this?
