They appear to be connecting to phones, bypassing encryption, and either tapping calls or reading texts, a report says.  17 in all »

The problem actually is: "What if these towers are not military, NSA, CIA, or any U.S. device at all. However, they did say these are located near military bases."

However, even if they are located near military bases does the military or any branch of government actually have the legal authority to do this or is this a rogue military group with no authorization from the Congress or the President?
