only have been speaking about "core" fighters in claiming that the
jihadis had at most 31,500 men under arms. But the fighting over the
past five months has shown that Isis has become a formidable military
force. "We are talking about a state that has a military and ideological
basis," said Mr Hussein, "so that means they want everyone to learn how
to use a rifle, but they also want everybody to have training in their
ideology, in other words brainwashing."

So, this makes more sense now than before. Because what the CIA is talking about is the most hardened core fighters. But, if literally everyone left alive in those areas is being brainwashed and taught how to use a Kalashnikov rifle and possibly given one to use with bullets this changes everything a lot.
So, it might then be much more realistic to call their army 200,000 rather than the 31,500 that the CIA is talking about. This would better explain how ISIS(ISIL) is able to attack so many places at once in Syria, Iraq, Lebanon, and at two points in Libya all at the same time in the same month.
With brainwashing in place and military training for all people they don't kill in those areas combined with the rape of all impregnable women in those areas this creates a much harder army and citizenry to defeat and change within the next 1 to 5 or more years by the coalition.
Also, General Martin Demsey also said the coalition would need an army of about 80,000 very efficient soldiers to defeat the ISIS Army. This would make sense because we would likely need about 80,000 special forces troops trained at a very high level of stealth (day and night) to defeat 200,000 less well trained troops including a core of 31,000 very seasoned fighters in ISIS.
