Unusual Weather pattern

It is been a little like this for a week or so now. What I'm observing on the weather radar for the western U.S. is this: There seems to be a counter clockwise rotation of storms and rain clouds that seem sort of pivoting around San Francisco or that general vicinity. They move east as far as Wyoming and some get caught then and move eastwards. But, west of Wyoming they seem to be going counterclockwise and eventually out to sea and then back into the U.S. somewhere around San Francisco on south to San Diego and then moving eastwards and north again, then some go east and some go north until they then move in a western direction out to sea and then come back in at San Francisco to San Diego and then move east and north and west again. Very strange because it has been doing this for about a week or more now.
