It is quite possible that IRan is using ISIS (controlling it's movements by the placement of Iranian armies) to push them into countries Iran wants to take over eventually in the middle east.
This sounds kind of crazy I know but if you watch what Iran is doing it isn't being honest with anyone outside of Iran. What they are saying to literally every country in the world is not based upon truth but rather a long term battle strategy. It is likely the leaders of Iran have all read Sun Tsu's "The art of War" in the types of strategies they are employing now. But, none of this is truth telling to the world.
And so "Actions speak louder than words".
And because of this I now believe Iran is using or directing by the placement of Iranian armies strategically directing ISIS where it wants ISIS to go from now on.
In a different way they are arming Houthis to move Against Saudi Arabia in Yemen so Iran could attack eventually Saudi ARabia from the North and the Houthis would attack Saudi Arabia from the south.
Why would Iran do this?
Saudi oil. Saudi oil has always been priceless to the world because of the world's great need for oil even though now the U.S. is the biggest producer of oil in the world.
However, imagine just how high oil prices would be if the U.S. were not producing at this rate? Economies would be devastated around the world from just how high oil prices would be.
So, in some ways this oil production in the U.S. allows the free world economy not to go into a severe recession or depression right now.
