I think it is sort of like the ubiquitous video cameras inside or in front of businesses everywhere. Anything you say online and any information you reveal online, like your taxes (electronic filing) or anything else could become public knowledge.
I talked to a lady because she had a very unusual credit card with a chip the other day at the veterinary hospital and asked her about it. She told me that her card info had been stolen twice so they gave her a special chipped card.
I told her that people in other countries have developed Scanners for chipped cards and can walk by people with scanners on and can steal the chip information off your chipped cards, so you have to now get sheaths with aluminum filings in them to prevent thieves from stealing your info without touching or stealing your cards.
She was very grateful I told her this but actually I was told this by my wife who recently purchased several aluminum file card sheathes for when we travel overseas. However, it appears it is already happening here in the U.S. too.
So, even though chipped cards are much safer when you use them anywhere they are not safe in your pockets from electronic scanning of the chip by strangers if they have the right device on their person.
So, if you get chipped cards you also need a special sheath for each card when not in use.
