Sandra Wood works at an affiliated school for blind people across the street from the Inland Regional Centre.
She says the shooting took place in a conference room at the Centre, and that people who had been in the room where the shooting took place ran out of the centre and into the school where she works.
She says she heard 25-30 automatic rounds at 11:17am local time and that 3 people suddenly ran into the building and described the terror they had seen.
"It was a frightening experience, we heard a lot of gunfire," she said.

“The guy came in next to her office and started shooting. She saw bodies on the floor and they started taking people out in stretcher. She said all she heard was the shots. Police: suspect wearing tactical gear
Police have just confirmed that one of the suspects is wearing
"tactical gear", possibly body armour. The scene remains active, with

Local media had helicopter footage of people who had just exited
the building where the shooting took place with their hands in the air.
Witnesses say there are probably hundreds of people inside the building
on a typical work day.

Sgt. Vicki Cervantes, a spokeswoman for the San Bernardino Police
Department, told reporters at the scene that up to three shooters were
reported inside the Inland Regional Center, according to the LA Times.
Officers have not secured the building and are going door-to-door.
The suspects, she said, are heavily armed and were possibly wearing body armor.

into tears as he told a reporter, "She's just hiding."
