Turkey had a coup in 1971 and
Greece had one in 1967. And Collina noted that when NATO members Turkey
and Greece faced off over Cyprus in 1974, the US withdrew its nuclear
weapons from Greece and rendered its nukes in Turkey inoperable.

I could see how doing this would make sense.
If you had ways to make these nukes not capable of going off you would do that in these circumstances. Later, when on board a U.S. Aircraft Carrier or back in the U.S. or in the general Safety of a European NATO base parts could be brought to make nukes operational once again.
