I was listening to a UCSB and UCSD program on whether research should be done to alter the climate so millions and possibly billions of people don't die this century and after from climate changes.
But, here in the U.S. and in Europe the problem seems to be at present that even researching this might tend to make us act (rightly or wrongly to modify the climate worldwide).
When you consider that aerosols in the upper atmosphere could easily reduce temperatures this might be useful to human survival. But, you also have to remember that pyroclastics from the Iceland volcanic eruptions caused starvation in France and caused the French revolution too because the poor and middle Class went starving, the guillotine was invented and then Robespierre and the poor and middle Class basically cutt the heads off of everyone who was royalty in France including King Louis XVI and Queen Marie Antoinette.
So, likewise now, if climate manipulation was not a perfect fit you could create a problem like for example, you aerosoled the upper atmosphere and then the Maunder Minimum kicked in from the sun where the sun went to sleep you could easily I suppose create by accident a full on ice age with ice down to Mexico and texas all across the U.S., Europe and across China if the timing wasn't perfect in relation to the Maunder minimum.
So, liability becomes the issue because people have no idea what the long or short term effects of manipulating the climate would be because there are so many interlocking cycles of the earth, the sun, CO2 generation, Methane release which is even more damaging to the upper atmosphere than the CO2 is etc.
So, it is likely that the "Fix is worse" than the problem when you look at it this way.
