Only 8% of the American People believe what Trump is saying about the Russian investigation is completely true!

What this means is that even the 32% to 35% who are his base believe he is to some degree or other a liar. So, even his base (except for the most gullible 8%) don't believe he is entirely truthful about anything he says in regard to Russia.
