In April 2014, Putin told an audience in St Petersburg that the internet was a "CIA project". His claim reflected a deeply-held belief among Russia's elite that the internet was a threat to their grip on power – a tool of subversion created to spread western values.

If you understand where Putin is coming from here you see from his point of view he is just "Destroying a CIA project" by harming the usefulness to Americans of the entire Internet.
 
So, likely one of his goals would also be the destruction of the Internet itself.
 
So far, he is succeeding slowly at destroying his "CIA Project" the Internet.
 
The problem with this is literally all the biggest businesses in the U.S. rely somewhat or completely upon the Internet for their businesses to function at this point.
