Since the Director of National Intelligence is Dan Coats then since he is over the Director of the CIA then likely you could say that Dan Coats is in charge of the CIA now?

I don't know about you but I'm finding all this pretty darned confusing. It seems to me that the only thing between Trump and turning us into a dictatorship now might be the FBI which Trump seems trying as hard as he can to discredit every day now. So, yes. This should be very disturbing to all Americans (if they knew the right questions to ask) but many don't. I think What Comey said today is right about him encouraging Republicans like Comey to speak up before our whole country is lost to a dictator like Trump who never tells the truth about anything.
