So, the point would not be to overthrow ANY government, the point would be: "How can all life forms be maintained and not go extinct?"
However, there is another level of this too which is that The Galactic Time Guard just like all Major nations here on earth all have the use of Time Travel for specific things (like retroactively preventing any nuclear blasts in populated areas). They don't usually stop nuclear testing as a general rule but they retroactively stop nuclear wars and nuclear blasts in cities so physically it appears nothing has happened. However, often people who experienced being nuked (before it was retroactively changed) will dream horrific dreams about their experiences even if it was retroactively stopped and everything seems okay now. In other words some people will become dysfunctional completely from retroactive Time travel and won't become whole again from the experience. Present day medical science on earth likely cannot explain or deal with this properly.
I was successful using a method of "Mind over Matter" when I was young to overcome such a situation. The "Trigger" likely for me was theThe 1971 San Fernando earthquake in California which I believed as it was taking place was a nuclear blast taking out Los Angeles because it woke me up and never seemed to end (the intense shaking).
So, I began to say to myself "I'm Okay!" over and over again as the quake began to subside as this was the most terrified I have ever been in a quake and in this quake 64 people or more died from it. And buildings and freeways and highways and homes were destroyed partially or completely during this quake. This worked to calm myself down and to "parent" myself into believing I was going to be okay. The picture below is after the hospital was destroyed by the quake and the patients that survived the quake are being pushed away from the hospital.
