There likely aren't enough nukes to stop a hurricane without so radiating the oceans off of Africa to the point where no one could sail there or eat the fish there without dying. So, even if it were feasible (which it is not) to nuke hurricanes out of existence it would still radiate fish and water to the point where sea life would be mutating or dead wherever you did this. Also, anything alive above about 50 to 100 feet deep would either die on the spot at the flash of the first nuke or die shortly after. So, doing this would also kill most life in that part of the ocean too.
So, all in all it isn't feasible and just would kill the ocean there and a whole lot of ocean life would die or be severely mutated in the process without being able to actually stop the hurricane because it would only stop for a fraction of a few seconds while the nuke went off and then it would resume its hurricane status.
