It is when for whatever the reason companies cannot ship their products when retail outlets need or want to sell them or run out of them.
Central Banks cannot solve this problem which especially in 3rd world countries where law enforcement is more of an issue "Price gouging" often occurs during supply shortages. These supply shortages and price gouging also can cause riots some places where people cannot get what they need to survive "At Any Price". So, in this sense Supply Shock and Supply Shortages can cause over throw of governments if problems aren't dealt with in a timely manner to keep people fed, watered and alive and not starving.
It only takes about 3 days for the average person to panic if they don't have food and water and so in as little as 3 days without food and water riots can occur and local governments could be overthrown temporarily or permanently especially in 3rd world nations.
So, planning to have at least 2 months ahead in medicines and in staple foods that don't need to be refrigerated might be a good idea at this point worldwide. This will make sure your family is okay through all this.
However, you might want to hide these staples and not tell anyone where they are in case things get bad so at least you can still feed your own family if it gets like this some places worldwide caused by effects down the line from coronavirus quarantines.
In 1980 when people often became "survivalists" we called it then "sort of like doomsday preppers now" we buried 50 gallon drums in the ground filled with staples like Peanut butter, pasta, rice, beans, crackers, and if you eat meat, dried jerky and things like this including canned foods. All of these things don't need to be refrigerated and could be dug up from any location at any time when needed.
AT that time many people believed the government was going to go bankrupt from the Viet Nam War outrageous expenses. But, we were wrong to believe this because Europe and Japan especially helped the U.S. because of the loans and help we had given them to recover from World War II damages so they then loaned the U.S. money to keep going through the 1980s. However, the Savings and Loan collapse was partly caused by these problems which ruined financially many people in the U.S. and many killed themselves when they lost their life savings from Savings and loans collapses.
Also, it is possible that water out of taps might not be safe to drink so bottled water to drink and cook with might be important too.
If coronavirus stops people processing water in cities then water won't be safe to drink even though most times as long as there isn't sewage or pollutants in water you can boil it for 5 minutes then let it cool before you drink it. I did this for 4 months in India and Nepal when I wasn't sure of water there in 1985 and 1986.
So, as long as you think the water is safe to drink after boiling and you have access to decent water this is an option too.
