A tropical depression formed southeast of the Ogasawara Islands on August 31,[114] and a Tropical Cyclone Formation Alert from the JTWC was issued to the system later.[115] The JTWC upgraded the system to a tropical depression at 15:00 UTC on August 31, and at 21:00 UTC on same day, 11W was upgraded to a tropical storm by the JTWC[citation needed] shortly before the JMA upgraded it to a tropical storm and assigned the international name Haishen.[116] Haishen began a period of rapid intensification, intensifying into a severe tropical storm by the next day.

The minimum central barometric pressure is 990 hPa (29.23 inHg), and the system is moving west-southwestward at 7 knots (13 km/h; 8 mph).
