It means that he might give video orders to people and zoom meetings still. But, also if he is not well many people start hallucinating and having really strange thoughts not useful while being ill with coronavirus.
And if "normal" Trump (which is not the normal for most people by the way) gets any more crazy than he already is it will just make the wheels of government go further off their tracks than they already are.
So, I'm thinking the most useful thing would be to let Pence be president while Trump is in quarantine. However, likely Trump's ego is too big to do that so likely we should just expect things to get much more insane than they already were unfortunately.
And of course the other problem is "Just how many people who traveled with the president aboard Air Force One for 4 days time across the U.S. are going to have to quarantine and how many are going to be positive with coronavirus? And how many people have they already infected? And how many of these jobs won't be done because people are either quarantined or genuinely sick too?
How do you tell an insane president that he is only getting more insane while he has coronavirus?
And then after all that: "What if he dies just before or just after the election?"
