Before the Free Speech movement Students in college were not allowed to ask any question they wanted to:

 Everything in college was much more formal and you couldn't ask a question that might make your college professor lose face if he couldn't answer your question and feel good about it. So, in some ways since education first started in the western World through Catholic priests teaching the children of the aristocracy and evolved from there you couldn't always ask the questions you wanted to because you were prevented because of decorum required by being a student in college before the early 1960s in UC Berkeley. So, the Free Speech movement led by Mario Savio opened the door for free speech among all college students nationwide and later somewhat worldwide as well.

This was in 1964 at UC Berkeley in Northern California.
