Why Can't cyber technology be protected by ANY Country?

 Part of it was the way it was originally designed in the first place. Microsoft Started with a KRNL that wasn't ever designed at the time to ever go online.

Now imagine that the foundation of the internet is sort of this KRNL but it wasn't ever designed to be a part of an internet. This wasn't even considered when Microsoft or Apple first started in the late 1970s. The Internet really didn't start to get going until the late 1980s and early 1990s. So, the microcomputer operating systems most in use then were the MSDOS operating system at least on IBM clone computers.

The term IBM Clone simply means that IBM made the first microcomputer other than the Apple I and II to be that effective and because Bill Gates kept the rights to Microsoft operating systems rather than selling them to IBM that other computer companies made their knockoffs of IBM Computers or they designed their own computers around MSDOS which by 1995 became Windows 95 which resembles more present day IBM Clone Software more than anything before.

So, when you build something not for the INternet originally it cannot be protected properly because security against viruses or hackers was not the original design in the way the structure of micro computers started in the 1970s based upon Microchips.

You would have to completely redesign the internet and all it's technology now which likely would cost trillions of dollars to retrofit everything, and even then I don't think you could completely make the Internet safe even if you did that.

It's sort of like creating a safe that cannot be cracked by a jewel thief or something. That just isn't going to happen. You might discourage people from doing this but you are never really going to succeed simply because if someone wants to break into that safe and they are willing to spend enough time and money to accomplish this then they are eventually going to succeed in doing this.

So, the best you can hope for is discouraging enough people to keep your valuables safe whether that be money or jewelry or state secrets or whatever it is.
