Why is Washington Getting flooded more and more from Atmospheric Rivers?

Well. The High pressure area over California is driving storms far north to mostly Seattle and points north. So, Portland is getting a lot of rain like it needs but isn't flooding but Washington is sort of washing away in the Atmospheric Rivers because it is getting all of California and Oregon's storms head on in addition to it's normal rainfall.

So the good thing about all this is Portland isn't in drought and is really getting the rain it needs but the bad thing about all this is Washington is completely flooding away and California is having the continuation of it's 20 plus year drought at this point and the warmest November and possibly December too (at least through about the 15th of December) so far. For example, look at these amazing temperatures on the coast in Santa Cruz!

They are about 10 degrees warmer than a normal temperature for the area. But, it was sort of like this last year too!
