What you have to realize is these are pictures of wealthier Tibetans in a culture where people often wear their wealth in ceremonial places, get togethers and parties of various kinds. I did not see this kind of dress usually in Bodhgaya. What I saw was common people who were Khampas and mostly young under 25 or 30 who were there (the Men) with long black braids (two) with red ribbons in them. You can see the red cloth also worn by some men in these photos as well.
