Putin might set off a Neutron bomb over Ukraine: Why?

 The reason would be simple for Putin. He doesn't want the people fighting his army to survive anymore. So, by setting off one or more neutron bombs over Ukraine anything living there including cockroaches, birds, wild animals, domesticated animals, and people would instantly die. The other reason he could do this is ONLY living things would die and it would allow all infrastructure in Ukraine to be there basically undamaged that hadn't been damaged or destroyed before he set off one or more neutron bombs over Ukraine.

Why might he not do this?

Because it would be difficult to control what happened after you set this thing or things off. 

For example, if the wind was blowing towards any NATO nations or group of NATO nations this likely would tend to create millions of non-Ukrainian NATO peoples dying too. This could  or would precipitate World war III with the whole world making war directly with their armies against him (except maybe Belarus and China).

Question: Would Putin set off neutron bombs in Ukraine if the winds were blowing towards Russia instead of NATO nations?

Anything is possible with someone like Putin. One never knows.

Afterthought:

Neutron bombing of Ukraine likely would kill all plants and trees in Ukraine as well turning it into a dustbowl with nothing living there at all like a post apocalyptic scene from  movies you might have seen.
