There is as much water on Ganymede as in all of earth's oceans somehow. How it got there is anyone's guess? With Water which is H2O (two hydrogen atoms and one Oxygen atom you can separate the oxygen from the hydrogen through solar powered electrolysis and give yourself hydrogen for fusion power and oxygen to breathe. Having this much oxygen and hydrogen in a water form somewhere can sustain life underground in the mining caverns built in the future by miners from Earth. The miners also will be sustained by this water and oxygen and likely will begin growing their food underground sustained by solar powered grow lights in the caverns they dig as miners. Though it would be difficult to live on the surface of Ganymede because there is no atmosphere to burn up meteorites or comets hitting the moon (or any other planet or moon without an atmosphere to burn up meteorites and comets when they hit) life underground 100 feet or more from the surface can be maintained because the likelihood of something big enough to cause harm 100 feet deep is very unlikely given all present variables in the solar system (generally speaking).
So, life can be sustained after miners from earth dig caverns with advanced lasers and other boring equipment on Ganymede like used by Musk's "Boring company" here on earth that he presently has used to dig tunnels for running Teslas and other electric cars under ground like a subway system in Los Angeles and other places.
When you add solar powered grow lights underground and grow crops with them they will also make oxygen to breathe out of the carbon dioxide that people are breathing out in those caverns. Though you might have to add some oxygen to maintain a high enough oxygen content to the caverns air this could be sustainable using both plants and trees grown underground to create more oxygen from the carbon dioxide (which also contains oxygen) that people breathe out after consuming the oxygen by breathing.
