But, common people basically would have to either leave or die quickly or slowly from radiation poisoning.
Russia might do something like this as a way to lose less soldiers because anyone who stayed in this diameter would surely die or shorten their lives considerably and then die horribly if they stayed ongoing for years within this diameter.
