Here's what appears to have happened. The owner of the cat was packing and the cat crawled into a warm space in the luggage and the owner didn't know that the cat was there because the owner was upset when TSA opened the luggage and he found his cat there. The amazing thing is that the cat didn't die before it was allowed out of the luggage. But, if the luggage was loaded on the plane the cat would have died. So, it's very lucky TSA found the cat before it died in the luggage.
