All the rest of the states have a full ban on Abortion which is in total:

 which by looking at this graph is around 17 states mostly in the south but also:

Arizona

Utah

Idaho

South Dakota

Wisconsin

West Virginia

Kentucky 

and the rest of the Southern Eastern States. 

So, this means that some or all legal abortions are sanctioned in around 27 states in the U.S.
