Even on earth now time moves at slightly different speeds at different places on earth

Mostly you and I wouldn't notice the difference. But, if you get in a spaceship and travel out into space any distance the time changes become more and more real the faster and the further you go.

So, when people say that time moved in slow motion when the universe was created I'm not entirely sure what that means because time (has never been a constant anywhere in the universe even on earth).

In fact, from my point of view studying all this: "Time ONLY exists inside of Galaxies and doesn't really exist outside of any galaxy".

So, does time function differently in different galaxies?

I'm thinking the most likely answer is: "Yes" 

For example, if you and I were traveling at the speed of light this might alter our timelines too but only relation to whatever we are traveling through or to.

What happens if you travel the speed of light outside of a galaxy?

If you have nothing to relate your speed to near you I'm not sure what the speed of light might mean if you were outside of any galaxy including this one.
