Early in our country there were no roads but likely there were always trails but not actual roads even dirt ones as people moved west.
So, often if you wanted to get someplace you either had to take a boat somewhere (around the horn) for example, or after the golden spike was driven take a train from the East Coast to California this was driven in 1869.

So, for example, I started visiting Shasta Springs near Dunsmuir California in 1953 when I was 5 years old. At that time the road to Mt. Shasta from Redding was a windy thing like the Grapevine in southern California then too.
So, at the turn of the Century Shasta Springs was a privately owned resort that Teddy Roosevelt visited by Train because that was the best way to get there in style then. And then it had a Tram (with a really almost vertical ascent from the train tracks which run next to the Sacramento River and the top of the tram which is at Shasta Springs Resort. Well, the religion I was raised in bought this Resort around 1950 or so and then in 1953 I visited it for the first time I can remember, even though likely I had been there before when I was even younger. I just don't remember going there before this.
So, in the early 1900s I guess Teddy Roosevelt who was likely President of the United STates then visited Shasta Springs by Train and rode the Tramway up to the resort then too.
I think I was around 10 years old before they finished Interstate 5 from Redding to California but at that time i think it was called Highway 99 at that point still until Interstate 5 was completed from about Lebec to Stockton which was all new. There were no gas stations barely at all at first taking this route until time finally moved on enough for people to build them.
