Are there members of the Galactic time Guard living here on earth?

 I write about two of these since 1980. They are called by me Arcane and Celeste Weaver. (Arcane's last name is not Weaver by the Way)

So, I would say presently that "Yes. There are members of the Galactic Time Guard living here on earth all the time now likely since around World War II. Why?

Because nuclear weapons are dangerous and fundamentalists of every religion might try to steal them and use them and have many times already blowing up cities and whole countries and even the Earth itself many times.

So, you need members of the Galactic Time Guard here to protect the time lines of Earth from harm from ANY source.
