If you want to study Tibetan Buddhism:

The best way is first of all to find a Tibetan Lama that you have a positive past life connection with. For example, when I went to visit Lama Gyaltrul Rinpoche in Ashland Oregon above what is now the Greenleaf restaurant there in 1980 he showed me as I walked into the room supernaturally my past life connection to him. My experience was that I remembered being a Cave Yogi that was studying with him in the Himalayas. So, he likely in a past life as a Tibetan Lama was the one who taught me how to levitate in that lifetime.

I didn't do that this time because since then the Airplane has been invented so it isn't as necessarily to levitate (fly) long distances like it was then from  the 1860s until I passed on around 1930. I was likely born around 1840 then.

So, the first thing you want is to start with a Tibetan Lama you have studied with in a previous lifetime that is a good connection for your soul and mind stream to associate with.

However, in regard to location of studying, the U.S. and Europe are likely the best places to study with a Tibetan Lama. Why?

Because even though you can go to Dharamshala and meet a Tibetan Lama there where the Dalai Lama lives who is the head of all Tibetan Buddhists and respected by Buddhists all over the world it is still much easier to die in India and Nepal because of various diseases (like you cannot drink tap water anywhere in India I believe still. So, you either boil your water for 5 minutes before drinking it or you get a trusted source for water (which might not exist anywhere in Asia but does in the U.S. and Europe).

So, if you want to stay alive and not wind up in the hospital when you don't have to I would advise most people to simply find a Tibetan Lama in the U.S. or Canada or Europe instead where you can maintain your physical health better.

Also, Culture Shock is pretty extreme in places like Dharamshala, and Nepal and India. Also, often Tibetan Lamas are killed or starve to death in Tibet Now because the Chinese don't like any religion especially Tibetan Buddhism so often Tibetan Buddhists die of starvation if the Chinese Government knows they are practicing Tibetan Buddhists. This still goes on there by the way. Also, Tibetan lamas in China are often Actors hired by the Chinese Government to brainwash Westerners and not really Tibetan Lamas at all.

In other words often they are fakes when you go to China or Tibet as a part of China.

So you are much more likely to find (The REAL THING) in Dharamshala, India or in the U.S. or Europe of Tibetan lamas that are amazing and real and the real thing.
