Tibet most harmed by global warming

The China Meteorological Administration (CMA) said the temperature in Tibet increased 0.32C every ten years from the year 1961 to 2008.

"Tibet is a region almost free from modern industries and emits little greenhouse gases but it has experienced a higher temperature increase than other regions in China." end quote.
If I am correct in assuming that 1 Celsius degree equals 1.8 Fahrenheit degrees then the temperatures in Tibet increased 1.8 degrees Fahrenheit per decade from 1961 to 2008 when this article was written. If I multiply the 5 decades by 1.8 it means that the average temperature in Tibet increased by 9 degrees Fahrenheit during this time. However, I also have heard that Tibet is used as a nuclear waste dump by China as well so it might be possible that this also contributed to this temperature increase. Also, I wonder if rivers heading out of Tibet are being checked for radiation leakage in the water table in China and other countries near Tibet.
Also, places where there are glaciers in high mountains around the world and up into Siberia, Canada and Alaska are also experiencing this same kind of temperature increase which is releasing Methane. Methane is a problem because it goes into the upper atmosphere and prevents the formation of Ozone which protects human skin and eyes and the eyes of all creatures from Cosmic Rays and harmful rays from the sun. So, the release of Methane here on earth that then goes into the upper atmosphere directly helps cause skin cancer in humans and other creatures here on earth.
Note: Most of the methane is from Siberia, Northern Canada and Alaska. When these areas were not arctic in nature (ice covered) mammoths and other similar creatures roamed this area. Suddenly,some kind of change happened because mammoths were found with flowers still in their mouths frozen for thousands of years. The Mammoths and all other creatures that died suddenly as well as all the indigenous plant life of those times that died has now turned into Methane and liquified over thousands of years and because of the melting permafrost is rising up in bubbles out of the melting permafrost and joining with O2 to create water vapor on the top of the atmosphere which prevents the formation of O1 which is ozone because it is joining with the methane and creating water vapor instead of ozone. So, methane also contributes to the Greenhouse effect in the upper atmosphere.
