Enlightened energy in this case is a way of describing spiritual beings also like Jesus, Buddha, Mary the mother of Jesus, Quan Yin the Goddess of Mercy etc.
When you refer to spiritual development it is about moving towards enlightenment consciously, sort of like a person moving in college towards being a teacher or a doctor or a nurse. It's someone consciously moving forwards to greater and greater kindness and wisdom towards all beings they meet or contact in their lives.
