Imagine this 7000 islands or more, no roads passable for cars or trucks, millions of people without any food. Then the question has to be asked: "How long can ANY of them survive under these conditions without any food and only bad water?
The answer is: "Only the healthiest and strongest might figure out a way." But many not used to surviving in this way likely will go mad from the bad water and cause chaos. So, it isn't the majority that would cause trouble for the rest, it is a few that might have been on the edge even before this tragedy for the whole world occurred.
This one calamity because of the extreme logistical nightmare it is becoming might in the end result in the deaths of 100,000 or more people within the next week or two or more. However, if this actually happens the government isn't the one that should be blamed because no government could have foreseen or survived this kind of calamity anywhere with this many islands and no roads with this many people. There likely was no way (the way the world presently is) to save these people in the next week or so. It is just an impossible situation that likely cannot be solved that fast.
However, I don't think the Philippine government can report the true number of deaths and stay a viable government so these true figures likely might be never known. Because I expect there likely will be islands they will find within a week or two that got no aid with 90% to 100% of the people dead. This will be difficult for the world to cope with in a way not seen since World War II.
