Most precipitation in north western states is now snow
If you look on radar images of North western States it looks like about 90% of the precipitation or more is snow. So, any time moisture comes down at these very low temperatures the worry is snow, Ice or black ice on roads. So, be careful even if you don't see anything because black ice is often almost impossible to spot while driving at 50 or more miles per hour.
