For an American like myself it seems sort of crazy that you are going to have all these rights without the right to defend yourself from someone with a Kalashnikov or a bomb.
But, that's just me as someone living in the western half of America where people tend to own guns more historically than in the North East or in Chicago for Example.
So, we here in the west would tend to feel sorry for people not allowed to defend themselves when they wanted to or needed to.
So, we see here the terrorists struck Belgium because it is vulnerable. It is even more vulnerable than Paris because it is less well defended. Even though historically there are a lot of reasons for this terrorists can now more easily terrorize the whole world by attacking Belgium more and more now.
However, the European Union and the U.S. and other countries interested in Europe's survival ongoing are stepping in as they are allowed to to help more as well.
For example, in Syria and Iraq the Military head of ISIS has been taken out who was a Chechen. The Finance manager for all of ISIS who likely funded the terrorist attacks in both Belgium and France was killed even though they were trying to capture him instead because of the information they wanted from him regarding ISIS finances worldwide. Though both these figures ISIS can replace it is a setback for them as new heads get used to what their duties are worldwide.
However, like any animal attacking another animal, if it finds a weakness it will exploit it just like the soft underbelly of an animal a predator might attack. So, now that it has found a weakness in Belgium and Brussels I think you have to expect many more attacks (possibly even a dirty bomb or some kind of nuclear attack on Belgium or France again in the near or far future.
I think over time if attacks occur both countries are going to be forced to arm their private citizens for them to begin defending themselves from the terrorists any way they can.
I think we are beginning to witness the practical death of political Correctness (at least in regard to defending ourselves worldwide.
Otherwise, people in countries like France and Belgium will just be sheep led to the slaughter one by one.
This is pretty obvious to me looking at all this from California. Though private citizens didn't attack the terrorists in San Bernadino, many armed themselves in preparation for this during the attack.
The main reason I believe that locals didn't shoot the terrorists or shoot at the terrorists is that they didn't want to be mistaken for terrorists themselves.
One way to avoid all this is to deputize private citizens as a volunteer police force in their areas where they can put on a badge so they won't be shot by other law enforcement throughout the U.S. so if they discharge their weapons at a terrorist they won't be shot by other law enforcement not understanding who they are.
In this way you re-create the Posse to bring down on terrorist attacks in any areas of the U.S.
By the way, Posse is pronounced Possy for those of you worldwide.
