No one knows for sure then because all memories of Earth and it's location have been lost for various reasons. So, even though New Devans ancestry is from earth among other planets as well from around 2500 AD when their DNA in human form left earth to colonize other planets first in this Solar system but then in others and later others and others and others before eventually colonizing New Deva the Water Planet.
But, at the time Arcane's ancestors came to New Deva there was little or no land available so rather than dredge up islands (which is very expensive "or impossible" if you only have your spaceships right then) and not a Chinese civilization like the one that is dredging up new islands one after another in the Seas near China, the choice of New Devans was to genetically engineer themselves as amphibians at the time. Over time they built devices to build islands at least as big as the Hawaiian islands in similar warm waters as Hawaii too which is one reason Arcane likes Hawaii a lot because it reminds him of home.
So, where and when does Arcane meet Eridian?
Arcane is banished by Tech Noir to Earth when there are no people at all alive there. So, even being put there like Arcane is is against Galactic Law because it is part of a demilitarized zone like we have now between North and South Korea since about 1952.
It might seem strange to have a whole planet be part of a demilitarized zone but in the future (and past) all sorts of things happen that we could not fathom (just like many things happen every day on earth that Americans could not fathom at all because it doesn't happen in America but somewhere else on the planet.
So, we know for sure that Arcane has been Time Banished to earth when it is a galactic demilitarized zone and where no humans are allowed to be unless they are not wearing human bodies at the time.
However, Eridian and the Light Elders of Earth in angelic or others might call "Ghost forms" (but I think calling them 'Light Elders' actually makes more sense to most people, have long Waited for a World Saver to send back in time on Earth to protect the time lines of Earth from harm. So, Arcane is initiated by the Light Elders of Earth sometime around 1,000,000 years into the future and Arcane saves his planet and people of New Deva and joins the Galactic Time Guard and is returned to Earth to save Earth as he promised Eridian (Meridian) he would by going back in time. Arcane sees it as a natural right thing to do after being allowed to save his whole planet of New Deva and people from Tech Noir the Evil Prophet of Isfahel ( a neighboring planet to New Deva).
