How do you retroactively prevent a planet being nuked into an asteroid belt?

The Asteroid Belt out past Mars was a planet nuked out of existence 65 million years ago. But, they had a treaty where it was stated that if they were nuked out that they were to remain nuked out. However, after that happened it was stated by the Galaxy that no other planet in our solar system could have that type of agreement.

You might ask: "Why would ANY planet make and agreement like that?" Well. The problem was time travel was illegal on Maldek because of things the first settlers on Maldek had experienced on their home worlds in other solar systems. This is why they made it illegal to have anything to do with Time travel on Maldek and why it is still an Asteroid belt 65 million years later.

But, the Galaxy forbade ANY OTHER planet in the Solar System from making this a treaty or law. In order to do this they made Earth 65 million years ago a Galactic Park that all species in the Galaxy can visit. This made earth a Galactic Protectorate for all time in the same way that animals are protected in Yosemite National Park, and Yellowstone National park and in other parks, we humans are also protected and not allowed to be hunted here on earth. So, the only beings who do this are outlaws and then they are hunted down by the Galaxy and often killed for hunting humans on earth.

Whereas Earth has likely been nuked out of existence many times. However, because of time travel the people or beings that do that are retroactively killed before they can do that by time travel so on the time line you and I live on nothing has happened. So, it is theoretically possible that Earth could have been nuked out of existence a thousand or more times in the last 65 million years and then the people or beings who did it would be killed before they could do it retroactively by the Galactic Time Guard.
