Why?
Because China needed to reduce output by 3% anyway because what they were doing wasn't sustainable ecologically. So, I'm thinking they bribed Trump to help them do this (the Chinese leadership). Also, Putin wanted the Chinese economy to be less robust as well and so Putin likely blackmailed Trump to do this also.
Who will suffer the most from these changes?
I'm thinking that the people in Europe and America will likely suffer the most from these changes and the poorest in China will suffer and die the most which will make the average person in China want to go to war with the U.S.
How does all this benefit the U.S. in any way?
It doesn't benefit the U.S. or Europe at all. It is completely counterproductive to Europe and the U.S. long term economic and physical survival.
This is why Trump in the way he is doing all this demonstrates he is against the people of the U.S. and Europe and their long term economic and physical survival.
