Flame is a further evolution (by 10,000 years or more) of the Giant Northern Pacific Octopus related to the ones in Monterey Bay Aquarium in the 1980s especially. Eventually, NASA or a private space contractor took a group of colonists to a water planet (sometime between 2500 and 3000 AD) and the humans died of something and some of the Group of Octopus and underwater robots who were trained to work together survived and this eventually created a civilization of octopus on this planet. Eventually Flame became a member of the Galactic Time Guard and his planet developed water space ships like we developed Air Space ships and they traveled space.
Though Flame can live in a water based space ship he also has other ways of taking water with him on dry land like a water based space suit so it would be sort of like a water based ATV with water tanks to keep him okay. Very similar to what humans use in space only water based instead of air based.
