Why would he do this? Likely Iran is up to this because they want Eastern Iraq to be a part of Iran in a revenge against Saddam Hussein and any who fought against them in Iraq during the 1980s Iran Iraq war. Also, this would also embarrass the U.S. who is trying to pressure Maliki to be more inclusive to Sunnis and Kurds. Also, even Shia Mullah Sistani said Maliki might have to go in order to get someone in there in the Iraq government who Shias, Sunnis, and Kurds could all trust. Otherwise, Iraq is toast and will continue to be three countries de facto like right now.
Also, Putin is a well trained KGB Colonel before he became leader of modern Day Russia after Yeltsin. So, this kind of double speak is typical KGB meddling in U.S. and European affairs in Iraq in addition to everyone else.
I think in some ways the U.S. sending advisors in there might get them killed by ISIL, Iran or even Maliki's Shia army or even Hezbollah. I think Iraq is now such an amazing mess with ISIL there that there really won't be any good done by having our special forces in there now because it is just so crazy over there now. Just watch, as gas prices go up watch China be in there in some way too.
This is just so like how World War II began in some ways too if you look what's now happening worldwide, it is really kind of scary!
