What is the main basis of majority rule doesn't work too well in the Middle East except for places like Turkey, Egypt and possibly Libya. Iraq is a work in progress despite trillions of dollars in investments by the U.S. into Iraq.
The U.S. has a bias about majority rule solving problems. But, how can it solve problems if no one honors it in the area or vicinity.
Often here in the U.S. we say to nations. "Be like us! This worked for us!
But, look at us! We had our culture originate in the Magna Carta in England with King Arthur and Merlin and Guinevere before that bringing about Chivalry and Nobles Oblige into the leadership, royalty, elected officials etc.
Where is this same kind of history and therefor "TRUST!" in the middle east?
Without trust and large oceans which made it difficult for more developed nations to attack us and succeed in some ways the U.S. has been sort of like Tibet was until overthrown by the Chinese with aircraft and paratroopers in the 1950s.
So, we have to realize that just having stars in our eyes because we were lucky to live with two great oceans that separated us from most of the world until aircraft and missiles were invented, allowed us to be the way we are.
Look at what just happened to Iraq. They didn't have oceans to protect them from ISIL or the repercussions from the war in Syria which almost completely undid Iraq from existence. Iraq still might not have a long life but instead be incorporated into Iran with Russia's help in the next 10 or 20 years. We don't know what the final (Final? being 20 or more years in one state with the same borders) will be? Kurdistan might be to the north. A Sunni refuge might be to the western part of Iraq and run all the way to the middle of Syria.
We don't now know what it all is going to be.
And that's going to really upset the whole world in regard to ongoing oil prices. And higher oil prices are one of the things Russia wants because that's what Russia runs on.
To the best of my ability I write about my experience of the Universe Past, Present and Future
