Only he can be considered to be responsible for their criminal acts. Only he and anyone supporting him will likely or possibly serve jail time for causing all this. Anyone injured or dying could sue Trump for causing all this mess at anytime during the next 7 years once he is out of office. However, I think he will have to leave the country now to avoid criminal prosecution for causing all this mayhem.
