Because they knew if all the troops were withdrawn the Afghan Government would collapse quickly.
Why?
Because without the 2500 to 3500 men there they wouldn't have drones and fighter planes and blackhawk fighter helicopters to call in in an emergency. If they didn't have this support they government knew that they would all be killed by the Taliban simply because the Taliban kills the families of everyone supporting the government. So, the richest in the government of Afghanistan flew to another country because the 2500 to 3500 troops couldn't support the government's survival by being able to call in blackhawk helicopters and drones.
It's very simple. If you understand what it takes to stand up against the Taliban in Afghanistan. The Taliban have used Guerrila Tactics and their soldiers love to die because they are Muslim Fanatics.
You need American techology and fighting know how (which is very expensive) to stand against kalashnikov wielding and Grenade Rocket launcher wielding fanatics who are experts at creating IEDs
(Improvised Explosive devices) to plant along roadsides to take the heads or legs or arms off of American or Afghan troops riding in Humvees.
