At least in the U.S. these two things tend to go hand in hand. Though the statement, "It takes money to make money" is true, also kindness under the right circumstances generates wealth in the U.S. too.
I have seen this in action and how it seems to work is that people who are kind to others make those others want to help them in their kindness (whether this is through a business, church or non-profit or whatever). So, the kind actions of one person often cause others to help that person by either buying whatever they are selling or making or by donating to their church or non-profit.
So, it is often "What goes around comes around" in that if kindness goes around 1000 times as much kindness often comes out the other end in an unending stream.
For me, this sort of goes together with the statement, "One with God is a majority". However, for many people who don't emphasize God in their lives, Kindness in an of itself I sort of see as God working to make everyone's lives better all the time.
So, does being kind generate wealth?
Yes. Sometimes it does.
It's sort of like you can't expect it to, but sometimes God smiles on that kindness and wealth grows in kind ways for those people practicing kindness in all the creative and wise and safe ways they can think of. By God's Grace.
