The (ISIS) logic? here appears to be that if you are going into Sunni Territory (like Turkey) then you don't have to sign away title to your home in Mosul (if it is worth $20,000 or more or your car if it is worth $20,000 or more) if you leave and head south into Shia Government held Iraq. This seems to be the thinking of ISIS. It might be important to note that Mosul had 2,000,000 (million) residents before most of them fled in cars and other vehicles or on foot before ISIS came in there last June.
