This actually makes a lot of sense to me. He wants to end ISIS and wants the U.S. to help him do it. However, here's the catch, ISIS is funded by the citizens of Sunni Countries like Saudi Arabia and Turkey and others. So, if the U.S. agrees to "wipe out" ISIS this is going to piss off a lot of Sunni people in these countries. So, this is a no win situation for the U.S. and Putin knows this. So, though on the face of it it sounds straightforward it is not really. Though the U.S. wants ISIS to disappear off the map for good, they have to be very careful how they make this happen. Russia in some ways could care less what any Sunni ruled nation thinks about him wiping ISIS off the map. And secretly the U.S. and NATO might assist him in doing this even if they can't publicly. No one in the world is better positioned or suited to wipe out ISIS. However, there will be extreme consequences for the U.S. and Nato if they are seen to be publicly involved in the permanent end of ISIS. So, any dealings with Moscow likely will be secret. Also, why would the U.S. or NATO completely trust Russia after what they have done so far in Syria and Ukraine and Crimea? 

And the complications go way beyond this. ISIS wishes to end all Sunni and Shiite Muslim Governments in the Middle East as well as all worldwide governments if they can. So, every single Sunni and Muslim Government knows eliminating ISIS is the only way to preserve their governments long term. So, oil rich nations might also pay Russia (or whoever) to end ISIS before it destroys their nations. However, this would have to be even more secret than the U.S. and NATO nations in Europe because the common people who are Sunnis are funding ISIS to kill ALL Shiite Muslims and anyone else who is of any belief other than Sunni Muslim. So, if it actually got out that rich oil barons of the Middle East were paying Russia to end ISIS this could also end those Sunni governments too.

So, there is what is being said publicly in the news and there is what is actually going on behind the scenes regarding all this.

WASHINGTON (Reuters) - Russian President Vladimir Putin is preparing for unilateral air strikes against Islamic State in Syria if the United States rejects his proposal to join forces, Bloomberg reported on Wednesday, citing two people familiar with the matter.
Russia has increased its military presence inside Syria and its arms supplies to the Syrian army as it steps up support of longtime ally President Bashar al-Assad, drawing warnings of further destabilization from Western countries that oppose Assad.
A Russian diplomatic source told Reuters on Wednesday that Moscow sees a growing chance to reach international agreement on fighting terrorism in Syria and end the crisis that has stretched into its fifth year.
Bloomberg reported that Putin's preferred course of action was for the U.S. government and its allies to agree to coordinate their campaign against Islamic State militants with Russia, Iran and the Syrian army. It cited a person close to the Kremlin and an adviser to the Defense Ministry in Moscow.
Bloomberg cited a third person as saying Putin's proposal called for a "parallel track" of joint military action accompanied by a political transition away from Assad, a key U.S. demand. Russia has communicated the proposal to the United States, according to the news service.
But one source told Bloomberg that Putin was frustrated with U.S. reticence to respond and was ready to act alone in Syria if necessary.
